
After an enlistment in the U.S. Army in which he was a Czechoslovak linguist, Frank joined the Spokane Police Department in 1993. He served in many roles in patrol and investigations before entering leadership. He commanded patrol, investigations, and specialty units (SWAT, K9, Volunteers) throughout his career.
Frank is a graduate of the Southern Police Institute command college (2009). He has a Bachelor’s Degree in History from Eastern Washington University (1998) and a Masters in Administration of Justice from the University of Louisville (2012).
He retired from active law enforcement as a captain in 2013.
In 2014, Frank began teaching leadership as a national instructor for the IACP (International Association of Chiefs of Police), delivering the Leadership in Police Organizations curriculum. He taught all over the United States and Canada, including Pittsburg, Alburquerque, Washington, D.C., Florida, Vancouver, B.C., Calgary, Edmonton, Saskatchewan, and Ontario.
Currently, Frank collaborates with Whatsamather Consulting as a master instructor to deliver the West Point Leadership course. Additionally, he provides consultation services to individuals, police agencies, and other organizations. He also gives keynote/instructional addresses at events and conferences.
